The planning process

The planning process has changed with the introduction of IHAP (Independent Hearing and Assessment Panel)

The IHAP consists of three independent experts and representatives of the local community.

Phase 1

Harris Farm lodge a Planning Proposal with Council

then

Council staff assess the Planning Proposal and prepare a report for IHAP

 

then

 

The IHAP recommendation and staff report are presented to Council

 

 

Phase 2

Based on the information above Council can:

Option 1 (reject)

Council resolves not to proceed with the Planning Proposal (Harris Farm can seek a pre-gateway review)

 

or 

Option 2 (consult)

Council resolves to undertake preliminary public consultation.

Report to Council with outcome of preliminary public consultation.

Council then proceed to option 1 (reject) or 3 (adopt)

or

Option 3 (adopt)

Council adopts the Planning Proposal and resolves to forward the Planning Proposal to the Department of Planning & Environment

 

Phase 3 

If Council adopts (option 3 above) then the Planning Proposal is assessed by the Department of Planning & Environment

The Department of Planning & Environment can:

Option 1 (reject)

Determine not to proceed with the Planning Proposal

 

or

 

Option 2 (proceed)

Determine to proceed with the Planning Proposal and it moves in the Gateway Process
